General Meeting
The General Meeting is composed of all members of the association. Its decisions are made on the basis of the majority of votes cast by members present or represented. It is competent in the following fields:
Board of Directors
The Board of Directors is composed of 33 administrators elected by an ordinary majority vote at the General Meeting for a period of three years. The Board of Directors has the following powers:
Bureau
The Board of Directors elects a president, a vice-president, a secretary and a treasurer for three years to form the Bureau responsible for the day-to-day running of the Association.
Executive Committee
The executive committee is an inter-regional body headed by the president. It is composed of members of the Bureau, the director general, other administrators and persons invited at the decision of the Board of Directors upon the proposal of the Bureau (DAS leaders, representatives in the field of training, research and economic development in Midi-Pyrenees and Aquitaine). The role of the executive committee is to propose the cluster's strategy to the Board of Directors and to steer the implementation of this strategy by the director and permanent structure of the Association.
Permanent Structure
The Association's director and permanent staff implement the strategy of the Association, under the control of the Executive Committee. The director has control over the Association's permanent staff. At the president's invitation, he takes part in meetings of the Bureau and in all the Association's Meetings, but does not have the right to participate in discussions and to vote.
Evaluation Committee
The General Meeting is composed of all members of the association. Its decisions are made on the basis of the majority of votes cast by members present or represented. It is competent in the following fields:
- Voting the annual budget and approving the financial statements
- Electing the Board of Directors
- Determining the major policy lines of the Association
- Fixing the membership fees
- Examining the work of the Board of Directors, the treasurer's accounts, and approving them
- Appointing registered auditors
Board of Directors
The Board of Directors is composed of 33 administrators elected by an ordinary majority vote at the General Meeting for a period of three years. The Board of Directors has the following powers:
- Authorise all acts or operations which are not statutorily within the competence of the General Meeting
- Draw up the budget and annual financial statements of the Association
- Present an annual report of the Association's activities at the General Meeting
- Appoint the Director and notify him of his roles and powers in a letter of engagement
- Adjudicate upon all questions concerning the running of the Association, except those expressly reserved for the Meetings by the law and statutes
- Adopt the internal regulations determining the details of execution of the statuses.
- Decide on the composition of the executive committee, upon the proposal of the Bureau
- Examine the strategy elements proposed by this executive committee
- Decide on the general lines of strategy lines adopted. The Board receives the executive committee's report on the execution of the strategic lines implemented
- Partially delegate its powers to the Bureau
- Decide on new memberships
- Draw up the agenda for the General Meetings

Evaluation Committee

The evaluation committee is composed of 21 members from the first four colleges of the General Meeting. This committee evaluates those projects it considers appropriate and consistent with the general strategy of the cluster. These projects are then presented to the finance committee as defined in the cluster contract and become eligible for the tax measures described in this same contract.
